If you are using Astra Pro you can create the header using Elementor. Also in Elementor, there is an option for device visibility, so you can have a section only show on a mobile device.

Hi.

There are some different things that you can do.

1. There are plugins that load different themes when someone visits your website from a mobile device. So you can have different layout and menu. Search for mobile theme in WordPress plugins and you will find many solutions.

2. You can redirect mobile visitors to a selected page when they visit your website. Check this plugin https://wordpress.org/plugins/simple-mobile-url-redirect/

3. You can use a pagebuilder to hide or show elements when someone visits the website from a mobile (as you said).

Choose what fits best to your needs and give it a test.

Before anything make sure you backup first. If I were you I would try it in a test subdomain of my live site.

Good luck
